WAIMAKARIRI HARBOUR BOARD.

MONTHLY MEETING. The monthly meeting of the Waimakariri Harbour Board was held at Kaiapoi yesterday. Present:—Messrs H. M. Anderson (chairman), T. R. Leithead, J. Fleming, J. J. Matthews, H. C. Bevell, 11. A. Arehdall, T. Stevenson, E. B. Millton, D. Hawke, and 11. T. Beaven. The Kaiapoi Borough Council wrote drawing attention to the nuisance caus ed by water lying on a section in Charles street the property of the Board, and pointing "out that the section required filling in, as in its present state it was detrimental to public health. It was decided that the matter should be left to the Works Committee with power to act. The Kaiapoi Borough Council also wrote asking the Board to discontinue the mooring of the launch landing stagj to the main traffic bridge, as it caused considerable strain to the bridge in flood time. It was decided that the Council's request be acceded to as soon as possible. A letter was also received from the Kaiapoi Borough Council tendering a protest against the suggestion of altering the place of holding the Board's meetings from Kaiapoi to Rangiora. The Waimakariri River Trust wrote giving the Board notice to remove the willows from the North road bridge up to the Board's boundary. The letter was received and referred to the Works Committee with power to act. Mr L. McAllister's request that u new landing stage be erected at Kairaki was declined. The harbourmaster reported that the average depth of water on the bar was 7ft Gin to Bft. Heavy easterly seas all the past month had washed a gap through the north spit from two to three chains long, through which the water flowed about half-tide. During the beginning of the month the tide 3 were exceptionally high, flowing Tight over the north spit, and taking largo quantities of sand into the river. Tho report was adopted, and it was decided to offer tho sum of £4O to anyone who could make an outlet fo-. tho ziver where it is at present threatening tho north spit, providing tha% in the event of the outlet not satisfactory to the Board, no payment should be made. The following committees were elected : —, Works—Messrs H. C. Eevell (chairman), Keetley, Matthews, Hawke, and Evans. Finance —Messrs L. B. Evans (chairman), Arehdall, Millton, Eevell, and Leithead. The Board as a whole was appointed the Reserves Committee. Mr Arehdall mo'.'ed the following resolution, of which previous notice had been given: "That the word or figure seven be substituted in place of three in that clause of the Waimakariri Harbour Board by-laws dealing wica the question of quorums."^ The motion was seconded by Mr E. B. Millton, and carried. Mr Millton moved the following motion, of which notice had been given:—''Seeing that eight out of U:ii of tho elected members of the Waimakariri Harbour Board have been returned by the ratepayers, for the purpose of securing the exclusion of their respective counties and boroughs from the harbour rating area, this Board approves and supports the proposed Waimakariri Harbour District and Empowering Act, 1923, now being promoted for the purpose aforesaid, ani resolves further that a copy of this resolution be seat to the Prime Minister with n request that facilities may be given for the Bill to be submitted to Parliament, and passed (turing the present Si'SHi'Oll." The motion was seconded by Mr Arehdall and carried by S votes to 2. An amendment proposed by Mr Eevell, seconded by Mr Leithead.
