The obstacles which have so far prevented the creation of an International Court of Justice have been overcome. Tho Jurists' Advisory Committee of the League of Nations, sitting at The Hague, adopted a plan by which judges will bo selected by the Council and by the Assembly of tho League of Nations, voting separately. If an agreement is not reached, provision is made for a joint Mediation Committee, or, finally, for the filling up of the vacancies by the judges already selected, a result which was impossible of attainment at' The Hague Conference of 1907, and which is only possible to-day by reason of tho existence of the League of Nations machinery.
