LYTTELTON.

The fortnightly meeting of the Lyttelton Borough Council was held last night. Present:—Mr J. R. Webb (Mayor). and Councillors J. Guthrie, W. Radcliffe. J. T. Norton, W. T. Foster. M. J. Miller, F. J. Page, J. H. Collins, G. R. Rich, and N. C. Schumacher. In tho matter of tho altered conditions for siding rights, under which the Railway Department was charging siding fees direct to tho Council's tenants, the Estates' Committee recommended that Messrs Kayo and Carter, and the Shaw, Savill and Albion Company be informed that tho Council had used every endeavour to induce tho Railway Department to revert to the old system of charges, but had been unsuccessful. Tlio Council was now taking a legal opinion upon its position in respect to its tenants under the new regulations, and in the meantime was not prepared to accept any responsibility for the charges now imposed upon the tenants by the Railway Department. The report was adopted. The borough engineer reported that the connecting-up of the new 6in water mains on the middle level to the various cross mains had been completed, and the fire plugs removed from tho 3in and fitted to the 6in mains. The plastering of the new reservoir had been completed. The holding capacity of tho new reservoir was 42,000 gallons, the total cost of construction being £356 0s 7d. The well-sinker at Heathcote had completed the driving of tho first well—a 3in pipe 253 ft, with a flow of 50 gallons per minute. The second well, which was to be driven 320 ft, was down to within 4ft of that level, and present prospects were that it would be equal to. if not better than, the first one. The report was, adopted. The Lvttclton Rugby Football Club, wrote applying for the use of the recreation grounds at Officers' Point. The matter was referred to tho Estates' Committee. An enquiry from Mr W. Knoll regarding the probable cost of erecting a retaining wall in Salt's Gully was referred to the Works Committee. The Hon. W. Fraser. Minister of PublicWorks, wrote stating that he would pay a visit of inspection to the zig-zag on* the Sumner road on the first opportunity. The financial statement was as follows:—District fund account dr. £9667 5s 4d, including temporary loans £6720 4s. Accounts as presented '. amounting to £963 14s 5d were passed I for payment.
