Admiral yon Koester, president of the Navy League, in a speech at Oldenburg, forecasted a fresh campaign for more 6hips. JAPAN'S FLEET. (Received March 4th, 11.35 p.m.) TOKIO, March. 4. Commander Suzuki, Chief Ordnance Instructor at the Naval College, has been dismissed tho service and arrested ia connexion with the naval scandals. Baron Saito, Minister of Marine, opposes the pi-opcsal of the Upper House to reduce the naval vote by £7,000,000, as such action would seriously hamper the defences of the country.
