In tho meantime I havo to request you to be good enough to suggest (1) the number or t councillors to be elected; (2) dato ~»r p m .which borough is to be constituted* (3) name of a suitable person for ..appointment as returning officer to conduct the first election; <_) name of suitable person for appointment as town clerk,.and person to prepare district electors' roll for purposes of first election; (5) convenient day of week for holding election; (6) convenient day of week, hour, building, and place for holding first meeting of Council. It is considered unlikely that when the Council is elected, control of tho area/constitiited into a borough will bo taken' ovor froth the Waimairi County Council before the 31st of March next. The committee has been advised, in reply to representations made, that the name of Riccarton will be retained. It was considered that this phase of the question should be brought beforo the Minister, owing to the historical connection with the name and the well- I known Deans family.
