SYDNEY, July 15.

The annual report of tho Comptroller of Prisons shows a continued and steady decrease •in the prison population. In 1911. it totalled 1249, a decrease of 71 as compared with the previous year, though the population of tho State increased by 55,000. I'he ratio of prison to general population was 71 per 100,000, compared with 221 in 1874.

The report recommends the introduction of isolated industrial homes for inebriates similar to those maintained by the Salvation Army in New Zealand.
