WASHINGTON, March 16. • In tho House, tho Committee of luter-Stato and Foreign Commerce agreed to an amendment barring all railroad-owned ships engaged in coastwise trade from using the Panama Canal. Railroads which absorb water linos aro also barred.
Mr Taft is initiating a movement' for tho formation of a National Board of Trade, with a view to the greater develonment of trade.
