POLITICAL AMNESTY ANNOUNCED. United Press Association—By Eleotrio Telegraph—Copyright. CONSTANTINOPLE, June 18. Eighty thousand Albanians and highlanders attended the opening Sclamlik at tho tomb of Sultan Mourad, on tho plain of Kossovo. Immenso enthusiasm was displayed. The Grand Vizier announced an amnesty for all Albanians for political offences. In order to check vendettas, tho Government has promised to pay blood money amounting to £30,000 for all unavenged murders. .
