"THE TIMES'S" FORECAST.
(Received April 27th, 11.5 p.m.) LONDON. April 27. "The Times" forecasts that the Veto Bill will bo read a second time in the House of Lords before tho Coronation, and that a Unionist amendment will be proposed after tho Coronation, with •a view to excluding Home Rule from the operation of the Bill. Moderate Liberals hope that if these matters are discussed after the Coronation a reasonable spirit will be displayed. One of the most Curious features of the situation is.the lack of interest or excitement in the country reported by mombers of the Hotfce of Commons on both sides who were recently in touch with their constituencies. Tho explanation is that tho altering of constitutional machinery affects tho electorates only indirectly. Now interest will be aroused only by the measures passed through the altered machinery. *
