LORD ROSEBERY ON THE SITUATION.
(Received December 2nd, 12.25 a.m.) LONDON, December 1. There was a rise in Consols to-day, due to Mr Balfours declaration yesterday. Lord Rosebery, in a speech, declared that if tho United States, instead of Britain, was invaded by a foreign emissary, a tar barrel and feathers would bo tho least penalty inflicted on him, if subsidies of English gold were sent to the United States, and the political cause in question would be irretrievably dammed. Mr Balfour's declaration cleared the air. Tho Peero surrendered their hereditary position because the nation refused to support it, but a deathbed repentance, if sincere and valid, was valuable. More humble persons than Peers would not surrender their privileges.
