Mr Harold Cox, in the course of a letter, says that Mr Balfour's declaration has dispelled every legitimate anxiety of free traders, who can tiow whole-heartedly work for a reform of the Constitution that will safeguard the liberties of Englishmen against the tyranny of a chance majority of the House of Commons. Mr Harold Cox is a prominent free trader, who was a Liberal M.P. in the last Parliament. He disagreed with the Government over the Budget, and stuod for his constituency as an Independent, and was badly defeated.
