Sir, —The biennial elections for tho Waimakariri liarb-o-ur Board are now tuKiug place. 1 snail be glad ii you will grant a little space to .point out an anomaly regarding the composition of tho Hoard. It is composed of members representing Kaiapoi, Eyreton, JMandeville and Itangiora districts, and the Government, and -with the exception of tho first named none of the others do anything to assist to improve the navigation of the river. From the reserves given over by the town to the Board in 1896 is created the only fund which is available as income. Tbo Government has even withdrawn the grant -which it mad© to the upkeep of the pilot service, and tho Ek>ard has no rating ..power. A small rate of one penny in the £ on th© rateable areas of the town and tho Eyreton and Mandeville and Rangiora districts would be one very good way of raising a revenue to guarantee a loan for the river improvement that would give a handsome roturn. To persons requiring timber for building purposes via_ tho river this can be more cheaply delivered than will ever bo possible hy railway, I thinl. that in any case meetings should be held to discuss the question of further opening the navigation of the "Waimakariri.—Tours. PROGRESS.
