MR HALDANE'S CANDOUR
FIVE YEARS LONG ENOUGH FOR ANY GOVERNMENT.

LONDON, September 17. Mr R. B. Haldane, Secretary of War, in the course of a speech, said he was of opinion that the Unionists would pull themselves together early enough to prevent tho Liberals remaining in office for a decade. Any Government had been long enough in office after five years. Under Sir Edward Grey relations abroad had improved. Those with France were closer, and he had brought England into friendly relations with Russia, notwithstanding the tatter's difficulties. Moreover, England's relations with Germany wero better than they were a short time ago, and beginning from next month Germany would commence to withdraw nearly half her troops from South-West Africa. The Liberals had sought to meet legitimate labour grievances.
