HAVANA, September 17. President Palma lias suspended hostilities and released thirty loading insurgents. Pourparlers of peace are proceeding, the Government and the rebel leaders hoping to arrange peace before Mr W. H. Taft, the American Minister of War, intervenes. The warships concentrating at Cuba are able to land five thousand sailors and marines within four days. The American Democrats join with tho Republicans in eulogising President Roosevelt's promptness. Both sides in Cuba desire intervention and some degree of American control.
