THE COUNCIL OF THE EMPIRE'S REPLY TO THE CZAR.
ST. PETERSBURG, May 19. The- address adopted by tho Council of the Empire in reply to the Czar's speech rejoicce that Russia will henceforth bo one indivisible whole. It expresses determination to co-operate with the Duma in efforts to place in order questions of education, and development of tho country's resources, and recommends the granting of an amnesty im connection with the recent, troubles in all cases excepting where attacks on life and on property were involved.
