Count Witto advised th© Council of the Empire to co-operate with tho Duma wherever possible, otherwise it would be- impossible for tho people to securo reforms. Hβ supported a limited amnesty; unlimited clemency would only provoke a fresh revolution. Tho hatred of tho masses did not procoed from bureaucratic repression, but was prompted by a desire t-o destroy all distinctions of class and property. If this angor became active it would strike the civilised world with horror. Tho Duma, after emphasising the peasants demands, unanimously approved of the Address-in-Reply.
