THE FEELING IN CONSTANTINOPLE. (Received April 20th, 12.55 a.m.) CONSTANTINOPLE, April 19. According to popular opinion, Turkey believes the Albanian troubles are a pretext for the concentration of troops for a sudden march on Sofia, despite the risks of complications with Russia; war with Bulgaria being preferable to a prolongation of the present state of things.
