Mr Whittaker Wright proposes to combine and to reconstruct the London and Globe Finance Corporation and the British America Standard Exploration Company, with a capital of two millions, half to be in new shares. APPOINTMENTS IN IRELAND. Mr George Wright, Solicitor-General for Ireland, has been appointed a Judge of the j High Court of Ireland. Mr James H. Campbell, King's Counsel, succeeds Mr Wright. [Judge Wright's promotion has been rapid, as it is just a year since he was., appointed Solicitor-General. Mr Campoefl hoe for some time been Senior Crown prosecutor for the county aod city of Dublin. He has had a distinguished legal career, is fifty years of age, and from 1898 till last year was M.P. for one of the divisions of Dublin.] CABINET AND THE COLONIES. BOMBAY, October 21. The North-Western Provinces and Oudh Tenancy Bill has been passed by the Provisional Council at Allahabad, consisting of nine Europeans andi six native members. Out of a total of fourteen members present, three natives dissented. Sir Antony P. McDonnell, LieutenantGovernor, declared that the Bill would powerfully conduce to the prosperity of the provinces' agriculture, strengthen the foundations of Britisu rule, benefit the' Zemindars, and help the Ryots and landlords.
