Germany is offering Turkey a three million loan, and asking for" the completion of the Bagdad railway, and other monopolies. Two thousand Armenians at Moosh. have petitioned for permission, to enter the Orthodox Church, and thus secure Russian protection. (Received October 23rd, 12.55 a.m.) PARIS, October 22. France refrains from coercing Turkey lest a dispute should follow. At the instance of France, Russia and the Powers are discussing collective action' to enforce, the Treaty of Berlin irith regard to Macedonia and Armenia, the re-opening of the j Crete settlement and other questions.
