THE NEGOTIATION'S WITH PRINCE CHING.
HONG KONG, September 15. The Allies are negotiating with Prince Ching for an annißtacs! They are proceeding on the basis that Tkn-tsin shall remain neutral, while Manchuria and the Liaotong Peninsula shall occupy the position cf buffer States. The Allies are to garrison the trsaty ports, to protect foreigners. They demand that the leaders of the Boxer movement shall be executed. This latter condition is proving a difficult" but the Yangtze Viceroys support it. Li Hung Chang admits the justice of the demand, but contends that the Allies must compile a list and denounce the leaders to the Throne.
