United Prese Association—By Electric Telegraph—Copyright. (Received September 15th, 9.10 a.m.) HONG KONG, September 14. Germany has decided not to -withdraw her troops from Pefcin, fearing the massacre of 1000 converts.
Japan has offered to withdraw her superfluous troops. '
Russia now admits she cannot withdraw until the termination of negotiations and the rednstallation of a Government able to maintain order. The Russians at Pekin are being steadily reinforced, and there is every indication that they intend to stay.

Dr. Morrison, 'Tbe Times" correspondent, on the 4th, stated that well informed circles believe that Russia and Germany are acting in accord.
Russia is seeking tbe definite alienation of all territory north of the Great Wall, and Germany the annexation of the provinces of Shangtung, Kiansu and fclie Yangtze Valley.
LONDON, September 14
"TJia Times" confidently hopes these rumours are an invention, but states there are also similar, but less sensational, reports current at Shanghai.

BERLIN, September 15.
The authorities have made a semi-official announcement that Germany's action in the Yang-tze district will be restricted to the despatch of two gunboats to Hankow for the protection of Germans and the maintenance of the international open door policy.
