At a meeting of the Irish National Federation, Mr Dillon presiding, it was resolved to refrain from joining in welcoming the Duke of York as a protest against the refusal to grant an amnesty to Irish political prisoners. A FRENZIED WELCOME. St. Petersburg, August 25. The Russian populace conceded a frenzied welcome to M. Faure's retinue. The sailors were carried in triumph through the streets, singing the Marseillaise, while women kissed the sailors. THE CANADIAN TARIFF. Ottawa, August 25. The Canadian Government has decided to extend the preferential tariff. Countries which are entitled to favoured nation treatment from Great Britain are to receive a reduction of duties at the rate of 12£ per cent.
