The House resumed at 7.30 p.m. THE ELL CASE. Mr SEDDON moved the second reading of the G. W. Ell Empowering Bill, to appoint George Waldock EU assignee of | his estate uuder the Bankruptcy Act, 1892. I This was agreed to, aud the Bill was I committed and passed without amendment. magistrates' courts. The Magistrates Court Bill was committed. Clause 15, providing that no person shall , be appointed to exercise extended jurisdic- i tion of the Courts under this Act who is , not a barrister and solicitor of- the Supreme , Court, elicited a lengthy discussion, and the ' clause was eventually amended so as to provide that a Magistrate must have for five years continuously, and in a competent manner, exercised extended jurisdiction of the Courts under the Acts repealed. An amendment was also added giving extended jurisdiction to District Court Judges who may be already appointed. Clause 172 was amended so' that a judge was given power to remit fees if the plaintiff were unable to pay them. Mr SANDFORD moved a new clause to the effect that magistrates may appoint bailiffs under the Distress and Replevin Act, 1868, within tbe district over which the magistrate has jurisdiction. Sir K. STOUT objected that this clause was quite foreign to the Bill, and could not be iuserted in it. He was in favour of the clause, but not in this Bill. j Mr REEVES promised to introduce a j short Act embodying Mr Sandford's amend- I ment, upon which tbe clause was with- ' drawn, The remaining clauses of the Bill passed without amendment. ! SUPREME COURT PRACTICE. . f The Supreme Court Ptactice and Procedure Act Amendment Bill was committed and passed without amendment. AUCKLAND VEHICLES BrLL. The North of Auckland Counties Vehicle Licensing Bill was committed. Mr FERGUS suggested that the Bill should apply to central Otago as well as to the north of Auckland. Clause 1 was amended by striking out the words " north of Auckland." In order to make the Bill have a general application, in clause 2, " All vehicles to be licensed," was added to the Bill by 25 to 11. Several counties in the North Island, including Taranaki and Clifton, were included in the Bill; but a lengthy discussion took place ou the question of including counties in the South Inland. ' Mr SEDDON eventually moved that progress be reported ou the Bill, but after some discussion withdrew that motion. ~ Nearly all the Southern counties proposed in the Bill were finally struck out of the schedule and the Bill passed. . PUBLIC HEALTH ACT. \ The Public Health Act 1886 Amendment Bill was committed, and passed without amendment. j CABLES BILL. I The Submarine Telegraph Cables Protection Bill was committed.
