Sib, —As the above seat, left vacant by the untimely death of Mr Chapman, is nowopen to be refilled it is time the ratepayers thought about a man with suitable qualifications to fill that seat. 1 take it that the inauguration of a very large syntem of this kind ia a very responsible business, needing the most earnest consideration of all concerned. A scheme of this kind is not a thing of to-day but for ever, and those who formed it ought all of them to have a thorough knowledge of what is wanted in all its many changing phases. It is very uniuir that a largo minority should have a very heavy burden of taxation forced on them against their will for what they do not want and what they have not asked for; and I take it that half the people in this water district would "cut out" if they had a chance. The whole scheme has so far been carried out quite

adverse to the spirit of populr.r government, and it behoves the ratepayers to select a man who is willing to bo guided by the wishes of the district, who has experience if possible of the real requirements of the ratepayers, and who has pluck enough to stand for and by his principles.—Yours, &0., Ratepayer.
