The report of the Elleemere CommiaaioD furnished' to the Government finds th« degeneration of Lake Ellesincro flounders ia duo to three causes:—lst, smallnees of the meshes of the fishing nets; 2nd, excessive fishing; 3rd, unseasonable aud irregular letting out of tho lake waters, whereby vlie fish do not get away to eea or got back at the right times. The Oommissionet s recommend the enlargomeut of the mean from four inches, the present regulation aizo, to five, and that the minimum aizo of catchable fish be increased from eight inches. They would insist on lavger dimensions oi both fish and and moan, but were de* terred by consideration for the fishermen, who have to make a livelihood. The Commissioners think that twelve month*' trial of the new regulations should be given. They advise these regulations should apply to the whole of the South Island, recommend the appointment of inspectors to bo paid by the proceeds of licenses, and urge the establishment of fiih markets.
