The Acting-Governor opened Parliament to-day. The speech, among other things, refers to the opening of the lands under the new Aot—the development of mineral resources — the opening of the Dalby Eailway ; it also states that tenders have been called for steamers to run between Rockhainpton and Townsville. Bills are announced for immigration and the redistribution of the electorates—for the regulation of the gold fields —for the protection of pastoral tenants in the unsettled districts, and for the amendment of the Insolvency Laws. . Mr Francis has moved an amendment on the Address, equivalent to a vote of want of confidence, which Mr Pritcbard seconded. The debate is now going on. August 6. The debate on Mr Francis's motion was continued until the House was counted out by the Government at seven o'clock. i
