CONSTITUTION FOR THE SAAR
ECONOMIC UNION WITH FRANCE London. Sept. 28. The draft constitution for the Saar published today resolves that control should be autonomous and economically united with France. French monetary and customs laws and French tariffs will be used in the territory. The draft constitution is to be .submitted to the Saar Parliament which will be elected next Sunday.
