— — - President Balmacedn refuses the terms proposed by the insurgents. The French Government have taken measures to prevent the departure of the newJybuilt Chilian ironclads. An attempt was made to assasinate members of the Ghillan cabinet with a bomb, but it did not succeed. The Chilian rebel steamer Etata, which was seized by the United States Government while loading arms in San Diego, in lower California, sailed away with the American marshal on board, but landed him on the coast. The United States cruiser Charleston and other cruisers at San Francisco have been ordered in pursuit of the steamer for breach of the neutrality laws, and the admiral at Valparaiso has been instructed to intercept the vessel on arrival in Chilian waters. It is reported that the Etata is being escorted by the Chilian rebel cruiser Esmeralda.
