LORD ROSEBERY'S VIEWS.
A SOCIAL AND POLITICAL REVOLUTION. (Received this day, B.l'o a.m.) LONDON, yesterday. Lord ■Rosebery, in a letter to the papers, states that the Hon. LloydGeorge's Budget is a--social and poli-_ tical revolution of ihe first_ magnitude. AVhatever its merits, it will effect vast changes without the faintest desire or attempt to ascertain the people's views. The country has changed its character if it fails to see the absolute rule of the party in power. It differs little- from the despotism of individuals.- It'was'a sinister symptom, if jealous vigilance in regard to the people's liberties was replaced by apathy. I
