SMUTS' VICTORY ADDRESS Rec. 1 JOHANNESBURG, Aug. 15. Field-Marshal Smuts, Prime Minister of South Africa, in his victory broadcast, said "This is a great moment —the moment to which we have looked forward for so long. It has come at last, the end of the greatest of all wars. Perhaps in after years this will be looked upon as a great date in history, the turning point of blood-stained human history."
