FASCIST CHANGES
MUSSOLINI AND CIANO Rec. 2.30 p.m. LONDON, Feb. 5. Mussolini has taken over the Italian Ministry of Foreign Affairs from Ciano, who has been appointed a member of the Fascist Grand Council for three years. Bastianini remains Under-Secretary for Foreign Affairs, Amilcare Rossi, president of the Ex-Servicemen's Association, has been appointed Under-Secretary of the Prime Minister's office in place of General Luigi Russo.
