GERMAN RAW MATERIAL. (Received 1.30 p.m.) BERLIN, October 12. "Boersen Zeitung" announces that an artificial wool factory will be erected at Siegburg and probably commence production in June. German shortage of iron and steel is indicated in a decree prohibiting Hamburg shipyards building new ships unless they can provide necessary ( material from scrapped vessels.
