Italy Joins in Humanising Efforts.

The German Charge d'Affaires, Prince von Bismarck, called at the Foreign Office to deliver the observations of the German Government upon the texts recently submitted by other naval Powers arising out of the naval conversations between Britain and Russia. These comprised agreed amendments to the standard form of the proposed bilateral treaties between Britain and various naval Powers not parties to the London Treaty, with a view to wider extension of its provisions for exchange of information on building programmes and for qualitative definitions. Meantime, Italian adherence to Part 4 of the London Naval Treaty of 1930 advances another stage the efforts to reduce submarine warfare. Britain, the United States, Japan and France had previously all adhered to this part of the treaty, which submits submarines to some rules of international law as surface vessels and provides against the sinking of merchant vessels unless the safety of passengers and crew and the ship's papers have been first been secured.
