Absolute Neutrality of Suez Canal in War. » NEVER USED FOR BLOCKADE. PARIS, June 9. The Marquis de Vogue, who presided at the annual meeting of the Suez Canal Company, emphasised that the "permanent and absolute neutrality" of the Canal was guaranteed in Article I. of the International Convention of 1888 and expressly confirmed by' the Treaty of Versailles. This stated: "The Canal shall be always free and open in time of war or in time of peace to all merchant or war vessels, without flag distinction. The Canal shall never be used for the exercise of the right of blockade." The Marquis added: "If 1 any Power forcibly attempted to prevent another Power from using the Canal that would be tantamount to an act of war, witli all its. consequences."
