It consists of six submarines with a tender, and named the Weddigen Flotilla, commemorating the commander who sank the cruisers Aboukir, Hogue and Crecy on September 9, 1914, and was later sunk while attacking the British battle ilect. INADEQUATE NAVY. Britain to Embark on Extensive Programme. BETTER DEFENCE ESSENTIAL. LONDON, September 27. The "Daily Mail" diplomatic correspondent says Britain shortly will inform the United States and other signatories of tho Washington Treaty of her intention to embark upon a big naval programme. Ministers have decided, in view of naval rearmament elsewhere, that Britain cannot fulfil her Imperial responsibilities unless her Navy is modernised without delay. Experts in recent months have been considering a construction programme. Tho Cabinet had postponed its decision, hoping to arrange a conference in the autumn to discuss naval limitation. That idea lias now been abandoned. It is expected that the new programme will be announced soon after the assembly of Parliament in October. Members of the Cabinet are increasingly in favour of a national defence loan to meet naval developments, a further expansion of the Air Force and the modernisation of the Army.
