Mr. Baldwin's Spirited Speech At Tory Conference.

(Received 12.30 p.m.) RUGBY, October 7. The Conservative party's annual conference concluded at Bristol with a mass meeting, when Mr. Stanley Baldwin delivered an address in which he reviewed the improvement in conditions which Britain had achieved since the present Government took office. He appealed to industries regularly working overtime to give employment to additional people by reversion to normal hours. He suggested that it was a national duty to make such an effort. There were now SOO,OOO more people actually at work in Britain, he said, than when the Government came into power. He cited the official figures of the League of Nations, which showed that, comparing the first six months of the present year with the same period in 1928, the industrial output of Britain actually increased 4 per cent, while there have been decreases in most of the other leading countries. Mr. Baldwin reaffirmed his faith in the principles of the Conservative party, but said it was the duty and responsibility of the leader to interpret those principles according to the needs of the times. He added, amid cheers: "I am at present leader of this party. So long as I remain in that position I am going to lead it."
