WARS CONDEMNED.
Roosevelt and Feuds Between S. American Countries. BARRIERS TO TRADE. (Received 11 a.m.) WASHINGTON, April 12. The existing wars in South America were condemned as a backward step by President Roosevelt in a speech to-day commemorating Pan-American Day. The President proposed that the American Governments should initiate individual steps promptly to "abolish all unnecessary and artificial barriers and restrictions which now hamper the healthy flow of trade between the peoples of the American Republics."
