SPEED LIMITS.
"I don't think there should be any speed limit," said Mr. H. P. Garland, at yesterday's meeting of the Franklin County Council, when details of the proposed amendments to the motor regulations were read. "They should be on tlie circumstances and general conditions, and should be altered to 'a pace dangerous to tbe public. , I doubt whether a recommendation would do any good, because the Department does just as it likes," he added.
