Victoria to Attempt to Balance Budget. NEW PARLIAMENT OPENS. (Received 10 a.m.) MELBOURNE, this day. The first session of Victoria's 31st Parliament was opened by the Lieuten-ant-Governor, Sir William Irvine. Members of tlio Assembly were sworn in and Sir Alexander Peacock was elected Speaker.
The Lieutenant-Governor's speech stated that the Government views with deep concern the present financial position of the State. The drift must be arrested and all adjustable Government expenditure reviewed in a determined effort to balance the Budget.
