LOCAL GOVERNMENT.
CONFERENCE IN BRITAIN. LONDON, May 24. Mayors, town clerks and other officials from cities and towns in 44 English counties are attending in London the Local Authorities' Congress, which the Earl of Derby opened yesterday. More than 1000 delegates were present. The Minister of Health, Sir E. HiltonYoung, gave an address on the problems of local government. Several days will be spent in inspecting the systems operating in Britain.
