Alleged Insult to Japanese Emperor. TROUBLE AT SWATOW. (Received 1 p.m.) WASHINGTON, February 1. Admiral Taylor, on the way from Manila to .Shanghai, advised the Navy Department by wireless that he had ordered the destroyer b tew art to investigate trouble reported to have occurred between the Chinese and Japanese at Swatow. This is the port of the Kwangtung Province, about 170 miles north-east of Hongkong.
