CLOSEST SECRECY OBSERVED. LONDON, April 22. The usual speculation is current concerning Mr. Snowden's Budget, involving £800.000.000. which is to be presented on Monday to the House of Commons. The '"Daily Herald" says only land taxation can be regarded as a certainty. Increases in the petrol, tobacco and liquor duties and in the super-tax are mentioned, but these are pure speculations.
