South African Union and Two Ehodesias. ■» TERMS ANNOUNCED. (Received 12.30 p.m.) . CAPETOWN, February 7. Minister of Finance, Mr. N. C. Havenga, lias detailed the terms of an agreement with Northern and Southern Rhodesia. These are principally concessions by the Union on Ehodesianjrown tobaccos and by the northern colonies ,on liquor imports, motor vehicles and foodstuffs. The Minister stressed that the payment of what is virtually a subsidy to secure an open market would only be justified if they were able to anticipate in eventual political union or federation. It could not continue indefinitely, ind he warned manufacturers not to build their industries on a settlement for which there was no guaranteed permanence.
