! (Beceived 11.30 a.m.) RUGBY, October 28. A scheme of drainage for England'and [Wales has been presented by Mr. Noel Buxton, Minister of Agriculture, to the Government. The cost of the scheme is estimated at £20,000,000. For the purposes of the scheme vast areas have been mapped out.
