PLANS FOB GENEVA VISIT.

LONDON, November 21
The Paris correspondent of the "Daily Express" says that when the Russian delegates arrive at Geneva, Litvinoff, the Deputy Commissar of Foreign Affairs, will be prepared to negotiate with the British Foreign Minister, Sir Austen Chamberlain, with a view to the resumption of diplomatic relations between Russia and Britain.
The Russian delegation also intends to introduce a full detailed plan for disarmament at the first public meeting of the delegates on November 30.
France fears that Germany may express herself in complete agreement with Russia. Both the latter Powers are pressing for an early meeting of delegates from all the world, to again discuss the disarmament plans which were shelved in May.
