Describing crime in the United States as "appalingly on the increase," Mr. George M. Napier, Attorney-General of Georgia, U.S.A., and president of the National Association of AttorneyGenerals, urged "drastic control" in an j address at a meeting of the organisaI tion's convention. Mr. Napier painted a ! vivid picture of the crime situation, but I he made no effort to account for the conj dr.ions. He said there are more than j 10,000 murders each year in the United I States; that prisons now confine 20,000 j slayers, and that more than 100,000 j killers are at liberty. "The number of ' murderers," he declared, '"outnumbers our clergymen and outnumbers our police by "more than 60,000. The increase in crime is appalling and it demands drastic control."
