CARGO SEIZURES CONTINUE. , THE PROCLAMATION FUTILE. I s (Received 10.30 a.m.) PEKING, February 28. Advices from Canton state that despite the proclamation that the Chinese Maritime Customs Oflice is the only authority for the collection of Government duties, and that there i≤ to be no interference with import and export, cargoes, pickets continue to maintain I the boycott by seizing cargo after it has ' left the custody of the Customs. This places the Government in a , serious position, as it amounts to piracy lof foreign goods. j The British river steamers have reI sunied service between Hongkong and I Canton.— (Reuter.)
