General Dawes presented to the Senate Committee an immigration petition from '. various civic bodies in Chicago, asking for a Congressional investigation into the conditions of lawlessness in Chicago resulting from the activities of criminal aliens. ; The petition charges States Attorneys and police with the protection of hootleggers, illicit alcohol makers and gangsters, and even publicly attending their ' funerals when murders occur in gang j ware. I The document further alleges: "For I the past four years there has been grow- ' ing up in this community a reign of lawlessness and terror, openly defying, not only the constitution laws of the State of Illinois, but those of the United States as well. The people of this community find themselves helpless to combat and change this condition and have been compelled to surrender many of their rights and privileges as citizens of the United States.
