SOCIAL LEGISLATION. POLICY OF GOVERNMENT SYDNEY, August 12. Parliament was opened at noon today by the Governor, Admiral Sir Dudley R. de Chair. The Governor's speech stated that legislation will be introduced for a 44 hours week, pensions for widows, the abolition of capital punishment, the abolition of night baking, provision for adult municpal franchise, the readmission of Civil servants to the Industrial Arbitration Court, the extension of workmen's compensation, and a provision that when Anzac Day falls on a Sunday a holiday shall be observed on the Monday. The Speech mentioned the Government's intention to raise the income tax exemption from £250 to £300, and to introduce a measure forthwith to remove the doubt which exists as to the eligibility of women for appointment to the Legislative Council. Referring to the recent flotation of the Commonwealth loan in America, the speech said the New South Wales Government does not propose to depart from the practice of raising its loans in .London iinlcss the London market is J unable to provide its requirements. Regarding a reversion to single seat electorates the speech said experience of the proportional representation system hod proved that it was cumber- 1 some and had not realised the advantage claimed for it.
