VULNERABLE DEFENCES. LONDON, March 28. Admiral Mark Kerr, pointing out that American experiments have proved that a smoke-scree»ied air attack can destroy battleships, and that British tests have shown that submarines, during a fog, could sink a fleet without being observed, condemns the folly of spending money on three different services without cohesion. He urges that a Ministry of Defence should control all arms in the defence services.
